Shouldn't growth increase revenue?

Not quite! First, we have to acknowledge that not all growth is equal. Sprawling growth costs us money in the longterm, and we're currently still paying the tab for growth decisions made a decade ago.

Growth also significantly benefits the province, but with limited financial tools, the City is not able to collect.

There was previously an agreement called the City Charter Fiscal Framework that would give cities a share of the growth they spurred through innovation, but that agreement was torn up as one of Jason Kenney's first acts in the UCP.

So, like with most financial challenges in the City of Edmonton one answer is: We're the province's punching bag.
